Billing
Billing is manual by default. Production pilots can enable the optional Stripe checkout only after provider configuration, webhook verification, and entitlement limits have passed readiness checks.
Explicit billing mode
Manual workspace status and verification limits are always enforced from Settings. When Stripe is explicitly enabled, checkout, signed provider webhooks, and admin sync own subscription state; otherwise no charges occur.

Payment method
Checkout, customer portal, and Sync are available only when the Stripe provider is explicitly enabled. Webhooks remain the normal source of truth; Sync reconciles a linked subscription when operators need to verify provider state.
